Scope and Responsibilities:
  • Plans, reviews and administers blasting & painting activities in the site  to optimize resources and minimize cost;
  • Plans and allocates appropriate manpower, tools, equipment and resources for various project activities.
  • Ensures the blasting & painting works are compliance to design, specification and standard quality.
  • Keeps track of project schedule, productivity/progress and project budget; ensures construction/erection deliverables are met based on approved project schedule and budget.
  • Coordinates with other sections in Operations to make sure problems encountered are solved in time.
  • Assists in the review of blasting & painting procedures and work instructions to improve operating quality and efficiency of processes in accordance to quality management system requirements.
  • Assists Business Development in accomplishing the questionnaires and checklist of the prospective customers during the Pre-Award stage and provides bid documents as requested.
  • Reports regularly to the Yard Manager (and Project Managers if applicable) the progress performance in the assigned area/site.
  • Mentor Supervisors and other personnel as appropriate with regard to leadership, performance and other soft skills
  • Assist in the oversight and management of work with regard to insulation and coatings, but not limited to:
    • Surface preparation, priming, painting, galvanizing, Insulation installation, inspection and approval
    • Be fully versed with the construction work scope, drawings and specifications
    • Assisting with the inspection, examination and testing of all coating application and materials
    • Provide technical assurance of quality and ensure that all code and procedure and manufactures recommendations are met for painting, insulation and PFP
    • Cold and Hot Insulation works for Equipment
    • Cold and Hot works for piping, valves and control valves etc.
    • Supervise and monitor blasting and surface preparation activities
    • Perform inspection on equipment and piping during and after application of insulation and metal jacketing
    • Assist Supervisors, field personnel, area superintendents and others with implementation of plans, procedures, specifications and requirements as authorized
    • Assist with audits and inspections to verify specification/procedure compliance and to identify means of improvement
    • Monitor and check field accuracy of production reports
    • Assist in the review/timely close-out of of project queries, clarifications, interpretations, interference resolution and QA/QC related matters
    • Establish a good working relationship with the yard Clients and site personnel, maintain good communications with the applicable organisations
    • Work closely with other disciplines to ensure workflow efficiency in tasks. 
    • Coordinate sequences and activities between disciplines
    • Attend or assist to lead tool box meetings to ensure compliance with project safety standards
    • Participate in safety inspections and audits of work areas
    • Assist in identifying and/or validating changes in the scope of work
    • To have read and be familiar with the various Execution Plans and respective procedures thus facilitating the provision of suggestions to improve procedures and work practices
    • Performing such other tasks as may be assigned by the Yard Manager
    • Work closely with other disciplines to ensure workflow efficiency in tasks.

Qualifications and Experiences:
Minimum Qualifications:  
  • Licensed Engineer
Minimum Experience:     
  • At least seven (10) years of management experience, preferably in coatings and insulation
  • At least fifteen (15) years of project or construction management experience in the fabrication, construction, oil & gas, power & mining or other related industrial sector.
  • Experience in overseeing and/or coordinating activities with regard to blasting, coating, painting and insulation works
  • Must be progress driven without compromising safety or quality standards
  • An engineering degree from an accredited university
Preferred but not required:
  • NACE Certification
  • PCQI Certification
